A fighter's power and fighting ability in the world of Dragonball is typically assigned a numerical value, called a Powerlevel. While newborns, house cats, and farmers may only have a powerlevel that ranges from 1 to 5, the most elite warriors of the Saiya-jin Empire have powerlevels rumored to range into the tens of thousands, if not millions. Powering up, transforming and using Abilities can all grant temporary boosts to a fighter's Powerlevel. Let's take Keino Yatsumori as an example.
On his character sheet at the time of creation, it lists his Powerlevel as 975, since he is a Saiya-jin/Human hybrid. This Powerlevel is his optimal fighting power and is what a scouter would read his Powerlevel as if he were to be scanned at the start of the fight. Since that can be rather taxing to be always walking around at your maximum power, most individuals tend to suppress their Ki.
Again, looking at Keino, his Suppressed Powerlevel is 10. This is the level of power Keino remains at while going about his daily life. In order to transition from his Suppressed Powerlevel of 10 to high Combat Powerlevel of 975, he has to Power Up. At this stage in the game, it takes One (1) Round to Power Up from a Suppressed state to your maximum combat power.
Let's say Keino was going to use his signature attack: The Genkiko-Ho ("Soul Canon"). Since Keino is a Novice Skilled fighter, the multiplier on this attack is 2.5. Meaning that while Keino uses the attack his Powerlevel jumps to 2,375. The difference between two fighter's powerlevels when one is hit by the other dictates how much damage is done. If the Attacker has a higher powerlevel than his opponent, than it would obviously do more damage than if his Powerlevel was lower.
Fights, especially critical battles in Sagas, will be moderated by a GM and will keep track of damage being done and received. It's important to note that using attacks, especially Blasting Attacks, are taxing to the user, with a maximum of Five (5) Blast Attacks usable before the user begins to lose energy. If a fighter's powerlevel drops to 0, or they sustain too much damage, they will be knocked out, or killed.
